my xp pc is running slow, i have taken the unnecessary programs away and cleaned registry. Looks like the only way to get the original performace back is to reinstall windows. Can i reinstall xp without touching programs, i may backup files first but not programs? or any other suggestion to speed up the old pc? Thanks

Sure – try "reparing" the system. This will basically reinstall all the program files and stuff for your PC but will leave your settings and programs intact. You can do it by booting from the CD and then proceeding as if you want to install a new copy of XP. Then it will say something like "Press R To Repair" and you will then just need to do that.
Do you run Disk Cleanup and Disk Defragmenter regularly? Silly question but your registry cleaning app may not be doing everything you may expect from it so try using Windows’ own programs for those tasks. Have you cleared cookies and browsing history from your cache? Those can build up to affect performance. Is the performance only noticed when using the Web or are other applications effected also, word processing, and such? If everything is effected and all other measures fail to help, it might be time to back up everything and reinstall, and you will lose everything that isn’t on the install disk of course.
Before I state what I cannot resist, a minor recommendation first: if only your Web browsing, email and such are effected you might try using another browser such as the excellent Firefox or the very good Opera. They blow Explorer away, and they’re free.
Best advice: dump Windoze for Linux. Just kidding (slightly)–you may have software that only runs on Windows. Good luck!

You can do a repair install of XP this will leave your programs there. Like this
Configure your computer to start from the CD-ROM drive. For more information about how to do this, refer to your computer’s documentation or contact your computer manufacturer. Then insert your Windows XP Setup CD, and restart your computer.
1.
When the Press any key to boot from CD message is displayed on your screen, press a key to start your computer from the Windows XP CD.
2.
Press ENTER when you see the message To setup Windows XP now, and then press ENTER displayed on the Welcome to Setup screen.
3.
Do not choose the option to press R to use the Recovery Console.
4.
In the Windows XP Licensing Agreement, press F8 to agree to the license agreement.
5.
Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
6.
Follow the instructions on the screen to complete Setup.

If you re-install windows xp, you have to re-intall your programs.
Suggest you try RegTOOL.
