There are many ways to boost performance of your system. A rather more traditional but comprehensive appraoch is to improve hardware and software capability of your system. So you may like to add ram, delete all software’s you don’t use and download Reginout to make your System faster. This approach should work for almost all conditions. You would also like to make sure that you have virus free system.
Put Ubuntu on it
If running your anti-virus program and a maleware program and cleaning your register doesn’t help you have missed two important steps. One is described in aniother answer. Run msconfig and shut everything non-essential down, but probably all you need to do is run your defrag pogram.
Change the Virtual Memory size – increase it more than MS recommendation. If you do not have space on C drive, add some from D or E.
A graphics card will definitely help. I can’t recommend one because you gave no information about your computer. Be sure to get one with on-board memory of at least 512MB, better with 1GB. Yes, they are very easy to install.
I would also look at more RAM. As much as you can handle because Vista is a memory sucking OS. In fact, you can solve a helluva lot of you problems by getting windows 7.

Easiest and fastest way to fix it is to run msconfig;
-click the start button and type msconfig then press enter.
-go to the "startup" tab
-disable any program you dont need to run everytime you turn on your computer.
-it will ask you to restart your computer. The more programs you disable the faster boot up will be and the faster your computer will be
(This does not remove any program from your computer, it only stops them from running automatically when you turn on your computer)
