I guess you could try CCleaner and do a registry clean and uninstall useless programs. You could also do a disk de-fragment.

Most computers actually run slow because of a hidden part of your system, which is constantly being used by Windows. try these simple things:
1- go to control panel > mouse settings > adjust mouse to move at faster speed. this will give you a fee that you are woking on a faster computer.
2- uninstall too many unwanted program, clear cache, temporary internet files, uninstall heavy softwares if not in used.
3 – add some RAM if possible
4- use a registry cleaner program like reginout to reduce registry clutter

SLOW is a relative thing…that is to say….what are you comparing it to? besides doing the general clean up as the others have suggested…what is your idea of slow?…I had a kid come into my shop and wanted me to make his computer as fast as his brothers. The kid had a single core sempron, 1GB RAM, IDE hard drive, on board graphics…the brother had a Phenom II X4 955, 4GB RAM, SATA hard drive, and a GTX 9800+ video card. NOTHING i could have done would make the kids machine as fast as his brothers!
Disk fragmentation slows the overall performance of your system. When files are fragmented, the computer must search the hard disk when the file is opened to piece it back together. The response time can be significantly longer.

registry is the database of your computer.

What would be ideal is if you could provide more detail on ur PC like processor type/speed, RAM etc.
A simple way to make a PCs programs run faster is if you have a good amount of RAM. So check how much RAM your PC has and upgrade it if necessary (generally 1GB RAM is minimum requirement today).
Processors can be overclocked with programs, but in-depth knowledge of processor compatibility/type/max performance is required (I don’t recommend this for you, but just for info sake, here it is)
Another way to experience a boost in speed is if you reformat ur PC and reinstall the operating system again. But then, make sure you backup all your data before you do this.
All in all, there are several ways to increase your PCs performance…you need to provide more detail to get a better solution

Yeah cleanup the startup items with msconfig. (but you have to know what you are looking for.)
You could scan if for virus & malware.

Upgrade your computer.
the operating system has nothing to do with the speed, you need to get a new processor… which is expensive….
and in most computers, a process that is meant for you not to do.
In order to speed up ur computer, u have to
1. Add more RAM if possible
2. Clean ur registry
3. Defrag ur hard disk
4. Full Antivirus scan of ur pc
….

if its like it takes 5 secconds just to open the start menu and everything on the computer is worthless crap that you dont need pop in that xp CD and reformat it and it will be that fastest it has ever been since you first got it

its a program called tuneup utilities 2010, and its a 30 day trial but you will probily be able to do what you need within 1 or 2 days. you might want to find the 2007 version of this if your computer is so slow it takes like 20 seconds to open the start menu cause the 07 version is much less hardware demanding
