You can still do the tips below: regularly scan the computer for viruses, turn off the Restore Point, uninstall the unwanted program, which should be followed by a disk defragmentation. Good luck!
1.scan your PC fully by a professional antivirus software like AVG,McCafe. Because virus always cause a computer slow down.Do not use two antivirus at one time for they will make conflict and then you computer may collapse.
2.You must load the registry whenever you launch any programs on your computer. If the registry is over fat or with some errors, computer’s performance will seriously be impacted. So, you need to clean up registry and fix its errors.
If you are not familiar with registry, don’t remove files away from it and clean up it easily for you may delete important things that will make your computer in trouble. You’d better choose to use a professional registry cleaner like Ccleaner,wondershare registry optimizer, tuneup utilities, and so on. personally,I like wondershare registry optimizer,it’s safe to operating system.
3.Have you ever clean up your computer since you bought it? If the answer is never, I am sure that there are lots of junk files on it. Junk files is also one of reasons that will cause computer slowing down. You’d better delete them regularly.
4. There must be too many programs start up automatically when you start your computer.Run a registry optimizer or cleaner to stop those unnecessary start-up programs. And remove useless programs
5.If you have more than 1 driver, Put programs on other drivers ,not C driver, because commonly C is for operating system. And defrag hard disks every 2 months.
6. do not run too many programs at one time
7. do a fresh reinstall of windows. Before you do a reinstall, please remember to back up.However, you should know that frequent reinstall is harm to hard disk.
If all above can not help you to boost your computer, you should buy a new one.

Looks like you have pretty much done most of the things you can to make things more efficient, but I would suggest checking out Black Vipers suggestions regarding Services. http://www.blackviper.com/ he has extensive tables on what services are best for each OS an taking into account what you use the computer for.
The other thing to consider is, if your computer is capable, overclocking. You can often get more out of your hardware with some simple bios tweaks ( I am currently running a e5200 2.5 Ghz at 3.5ghz making it about as fast as an e8300 that cost an hundred dollars more.) This option may not be available to you depending on your bios options, but it is worth checking.
One thing you may not have tried was take a look at your start up programs and running processes. Go to your start menu and click run then type msconfig and hit enter. Take a look at the start up tab and see what all you have running there. If you aren’t sure what something is just Google it and you can find out if you really need that program running at start up or not. A lot of times programs when installed automatically set themselves to run at start up and you don’t need them. However they will sit there and run and eat up your ram, causing your system to run slower and slower over time.

and prevent unnessacary programs auto-starting when u log on to windows
You could minimise the amount of programs that are running in the background that you probably are not aware of.
Press the windows key + R (windows key can be found in bottom left of most keyboards, flag on it).
This will bring up the run box, type msconfig, this will open the system configuration window, click on start-up.
Untick any program from the list that is not used regularly, avoid unticking virus protection etc, once unticked these programs will not start up when the computer does and may free up more cpu/ram for you to utilize.
That’s Basically it, Depending on what u use the computer for i.e gaming or webrowsing then u should be fine if’s its gaming then upgrading the graphics card n processor should fix it if its web browsing n downloading then upgrading the hard drive (External hard drive) will resolve the problem
By defraging your hard drive and upgrading your RAM, do that your computer will fly.
What Operating system are you using? if its XP after a while it can become slow, a re-installation will speed it up dramatically if it isn’t your hardware slowing you down
But make sure you backup first and have someone with experience do it for you.
Also there is a difference between your "internet" being slow and your pc being slow, browsing the internet slow or when you click on your start menu or a open a program being slow?

the single most effective thing to speed up a computer is putting more RAM into it..
