One good way is to disabled all non-essential programs in services and startup
this DOESN’T disalble them completely, but just when you turn the computer on.
IN XP
Click on Start-> Run -> type in MSCONFIG
In Windows Vista/ 7
Click on Start -> All Programs -> Accessories -> Run -> type in MSCONFIG
It’ll pop up a box with several tabs across the top
Click on the "Services" tab
VERY IMPORTANT: CHECK the box that says "Hide all Microsoft Services" If you miss this step your computer may not start.
AFTER checking that box, click the button that says "Disable All"
Make sure you RECHECK anything in this list that has to do with your Anti-Virus Program
Then Click on the Tab at the top that says "Startup"
Click the button that says "Disable All"
Go back and check anything that is for your Anti-Virus Program
Click the Apply button at the bottom
Click Ok
It will ask you to restart.
Let it restart.
When it comes back up a window will open saying that you have made changes using msconfig.
Check the box that says " Don’t show this notification"
Then Click OK,
That should help your computer start much faster.

I think you should delete some useless shortcut in the desktop, reduce the useless progress when you start up.

Also, Cleaning. And cleaning the Registry should speed it up in general.
depending on how old your computer is, update the processor and expand the RAM. I would suggest an Intel Core i3 at least, and no less than 4 GB of Ram. If your computer is a dinosaur, replace it.

Freeing up disk space is the first and most important step in speeding up your computer.
Remove all the Temporary Internet files, empty recycle bin, windows temporary files and unused or rarely used applications.
Every time you visit a website, the internet browser stores all the cache data which accumulates over a period of time and occupies a significant amount of hard disk space.
OR
Click on Start >> Programs >> Accessories >> System Tools >> Disk Cleanup
Choose the files to delete and then click OK.
Go to Start >> Control Panel >> Add or Remove Programs
Check all the installed programs and view their Status. Of a particular application displays Used : Rarely, then it is a good idea to remove it. This will free up a lot of disk space as well as speed up your computer.

DISK DEFRAGMENTATION: To run defragmenter, go to Start >> All Programs >> Accessories >> System Tools >> Disk Defragmenter
Click "Analyze" in order to determine if you need to defragment a particular drive and estimated time required.
Click "Defragment" to start the defragmentation process.
SPEED UP STARTUP
Stop loading unnecessary programs on Windows Startup. You can go to Start >> All Programs >> Startup and delete any unwanted programs from here. This will only delete the startup functionality of the program and will NOT delete it from your hard drive.
It is a good idea to restart your computer after this step.
