Tell your boss and when you can leave the pc go to http://housecall.trendmicro.com/ and run the free scan. Also download and install spybot (http://www.safer-networking.org/) and run it, choose updates and then run the scan. Then select and choose fix problems.
If it still is slow go to Start > Run and type in msinfo32 and hit enter, and then copy and paste the results if can you add to your question.

i think u wanna speed ur pc firstup to speedup not urs network defrgment it through system toools use scandisk and also delete unnessery files from dektop save them in a folder not as scattered also use >run>type "msconfig" goto strtup tab and uncheck unnessary application at startup reboot the pc see the diffrenence
If it is at your workplace it you will not be able to do such work. You must be signed up as a computer administrator. If you are not allowed such an access, you need to tell your computer networking person about your low speed access. I think another thing you could do, is go to your start button.
Go to All programs
Go from there to Accessories
From there go to System Tools
Than go to Disk clean up.
Here you can free up some MB from unused files and cookies. Hope this helps!
In case you have junk slowing things down do:
Go through a couple of safe mode starts (F8 on bootup). ~
Delete all the deletable temp folders and files C:\Documents and Settings\yourname.folder\Local Settings\temp
Then defrag your disc(s). Finally (or first) scan all with anti virus (recommended 30 trial of Pandasoftware.com).
Check with your administrator first.
Since you are at work, you should NOT mess with the network or your computer. Contact your system administrator for this sort of job.
If you fool with it you may find yourself worried more about a new job than the computer. Most employers do not like people who do this sort of thing on their own as they tend to foul things up more.
Finally, if the network is too slow, it is a capacity or priority issue and you will not be the person who is assigned to fix it either.
if it is a network problem you can upgrade your system from the classical 10/100 to a faster 1gb network. but this not an individual job, much more administrator installation and configuration.

anything else on internet and network? yes adwares, spywares, cookies; those are connecting the internet (on background) via your network… you may check that.
