Clean it up of WHAT?
Certain ‘stuff’ like applications, games, data for photos, folders, WHAT?
Format it?
Clean the ‘Registry’?
Clean ‘Internet History’?
WHAT?
If ya wanna get rid of ‘stuff’, use Control Panel > Uninstall Programs
A dialog window appears.
Highlight (one click) a listing, > Click ‘Remove’, ‘Delete’, or ‘Uninstall’, depending on your OS (Operating System) on the toolbar (top of window).
This method also updates the ‘Registry’.

To clean-up the unnecessary files stored on your hard disk, you have to use a disk cleaner, preferrably a third-party disk cleaner like Reginout.
1. Download a disk cleaner software like Reginout.
2. Click "System Cleaner" tab.
3. Click "Delete" button.
If your using Windows you can go into "Computer" and then right click and choose "Format.." and probably format it to NTFS.
If your using a Mac then go into "Applications" then "Utilities" and open "Disk Utility", choose the hard drive on the left sidebar then choose erase.
