If you mean the shroud around the heatsink, yes, and if you can without taking the heatsink off, around the CPU/motherboard.
No, u don’t have to remove it if u aren’t so sure that u can do it all good. Cause it can harm ur Processor. But, if u can do it then u must do it cause you may find some dust out there.
Though, it’s not necessary to clean it. There won’t be much dust.
Do not remove the bracket that is holding the processor down. The heat sink is attached to the CPU with special thermal conductive paste that should not be cleaned off. Dirt cannot get into there because it is a sealed unit.
Clean the vanes of the heat sink where dust has adhered.
Since the clip is holding down the heat shrink and processor and there is a good seal between the processor and the processor socket the only thing you need to remove is the fan screws lift up the fan and spray out the dust between the heat shrink vanes now if you really want to do some through cleaning ,make sure you buy some thermal paste and isopropyl alcohol to clean off the old thermal paste on the cpu and heat shrink and put on a new coat just a dab in the center of the processor and seat the heat shrink back on top of the cpu and make sure that you pull the level up before removing the cpu.
