Turn off your system, open the case up and blow or vacuum it out. Dust is an insulator and CPUs don’t like heat. You should do this once a year if you have pets or smoke.
If it’s still slow, get a couple anti-virus programs and Malwarebytes anti-malware.
run your system in safe mode and run them.
Download and run Gleary Registry Repairer.
I’d delete the new user profile; Right click My Computer, Properties, Advanced, User profiles.
Once it’s running good, do a backup!!
You do NOT have to re-load windows (and lose your drivers and programs) for every little problem.
when you use the recovery disc use the format option first
You should follow a simple process to clean off your windows xp…
Take the backup of your existing data to any storage device (internal or external)
Proceed with these easy steps.
2Switch on your PC and insert the installation CD on your CD drive before the boot process, Access the BIOS using the function keys (DEL, F2 or F12) depending upon the BIOS versions.
3Set the boot device priority to CD-ROM and save the settings.
4You will get the message “press any key to boot from the CD” press any key to start the process. System will restart and proceed with the process.
5In between the process it will show you the details of all existing partition of your system and provide you with the option to select the partition you wants to format, just follow the instruction.

I guess Old Windows installation files are remaining on your system .
I have vista and when i did a new installation Old Installation files were left on my c drive under one folder named Windows.old
The best solution to delete this folder is to go to Start>All programs>System tools> Disk Clean up> Run it for C drive, you will see old installation files delete them,
old Windows installations files will be removed.

You’re better off just doing a clean install. Back up your music, pics, vids, and docs and do a clean install.
get a technician hel fix the problem!!!!!!!!
It is better to do a reformat rather than a clean up as it will be tedious to do so.
Go to remove program to remove all unwanted ones.
Do a disk clean up follow by a defrag.
Improve on the RAM if possible.
