It’s an older desktop( Dell ) with Window’s 98 plus. I’ve deleted files, cookies. and history, but it runs slow and locks up a lot. Is there software to erase all data down to the operating system so as to start all over? Spyware Dr. says there is no virus. What would be a reasonable price to have it done? I’ve been told 0 by an IT.

Good things to do:
Disable unnecessary startup processes and services. Many programs give you a right-click menu where you can tell them not to load on startup next time. For others, MSCONFIG is a Windows utility for adjusting what gets loaded on startup and what doesn’t. Be sure to research processes and services (by Googling the file names, e.g. "avgcc.exe" is the AVG Control Center startup process or "InCD Helper (read only)" is a startup service) before you start disabling them, or ask a neighborhood geek to help. Just go to "Run" on the start menu and type in "msconfig".
Turn off any Instant Messengers when you’re not using them.
Disable HP/Lexmark/Epson printer crap that loads on startup. Most are extraneous anyway. The features you need are loaded when you need them, making preloading unnecessary, especially on an older, slower system.
Disable any automatic updaters running (except antivirus). You can look for updates yourself and not bog down your system waiting for the single updates that appear 2 or 3 weeks apart.
If you have a CD burner, turn off InCD or any other UDF automatic formatting tools. Same thing for DVD detecters or the like.
Set your pagefile (virtual memory in Win9x) to a fixed amount (usually 1.5 to 2 times your installed memory) rather than system monitored. Otherwise it gets resized as available drive space changes, causing your system to slow down.
Run SCANDISK and DEFRAG. SCANDISK (or error-checking) locates and fixes logical errors caused by bad data writes and failing bits. DEFRAG puts file pieces back together to speed up disk access. You should run both about once a month anyway. Both are available by right-clicking on the drive letter in My Computer, selecting Properties, and then clicking on Tools (that might be Win2k and XP…Tools might be available straight off the right-click menu).
Upgrade your memory. Windows 98 can only handle up to 512MB. Period. You can’t go over it or Windows will become unstable. This is an innate design limitation. It needs at least 32MB to function (pretty badly, though), but the more you have the better it will run. Be sure to adjust your pagefile (virtual memory) to match.
Do additional malware scans. I like Spybot Search & Destroy and Spyware Blaster (a blocker, not a scanner). Both are donation ware, light weight, and good. http://www.safer-networking.net — Spybot http://www.javacoolsoftware.com — Spyware Blaster.

First try defragging the drive to see if there’s any noticeable improvement.
you can go to my computer, then go to hardrive c, and it shows you everything installed and all documents on that computer just delete it all, it just is a old computer that could be the problem, there may not be a problem just it is really old, that is the problem with my old laptop
Boost it up with 2 Gigs of memory. That will work really well.

I would just say that you need to put in more RAM and it will run faster. Go to your local computer store with the computer, and tell them to fix it. It won’t be as much as you think.

De-Fragmenting
1. Right click of C Disk.
2. Click properties.
3. Click tools tab.
4. Click "Defragment now".
5. Click Defragment.

You can search which process full use you cpu, and end the process.
Under steps:
1. right click on the TaskBar.
2. click the Task Manager.
3. click the processes tab.
4. double click the CPU.
5. find if the "System Idle Process" is max.
6. if not right click and click end process.

a. Check first the version

5. Uncheck all programs that your are no longer using.
