R-click the start button go to properties and you can configure it from there. If you mean to shrink the number of programs just make a folder for them and place the ones you don’t use that often in them.
You can delete this programs or you can change their options.
To control what starts with Windows:
Click Start and then Run. (Vista – Start>All Programs>Accessories>Run). In the run box, type "msconfig" without the quotes and then hit "Enter". This will open the System Configuration Utility. Click the "Startup" tab. Now remove the check mark from any and all programs that you “do not” want to start or "boot" with Windows. Now click apply and then click OK.
You will need to restart your system. When the system starts you will see a box stating that you used the Config. utility, put a check in "Don’t show this box at startup".
That should do it.
Do not remove any check marks from your security software. You want it to load with your operating system. As for the rest of the programs that are set to load with the OS, you will just have to experiment. Stuff like Adobe Reader, Gama loaders, Word, etc, can be turned off. They do not need to load with the OS, you can just click on their icons to launch these programs.

TYPE MSCONFIG IN THE RUN COMMAND.
GO TO STARTUP OPTION
UNCHECK WHAT YOU DONT NEED WHILE STARTING YOUR COMPUTER
CLICK APPLY.
