I’m gonna assume windows 7/vista/xp:
if XP, go to start menu->administrative tools->service.
vista/win7: type "services" into the start menu search bar, click on the first result(there should only be one)
Select the tab that says "startup programs" or something of that nature. Find the name of whatever program you downloaded and uncheck it. This will make it not start up when your computer starts.
You will be prompted to restart, do this.When you start your computer again, the problem should be gone.
If you really need to delete the program from you drive (I don’t recommend it), go to c:\program files or c:\program files( x86) depending on your operating system. Find the folder with the same name of whatever program you downloaded, and delete the program.

Start your PC in safe mode with networking by hitting F8 while your computer is booting (start tapping it before Windows starts to load to get the boot options menu). Then go and download Malwarebytes (http://www.malwarebytes.org/ , you might have to download it on another computer and put it on a flashdrive if the site was blocked by the malware, and rename the file to prevent that from being blocked as well), and install, update, and run it. Then remove what it finds and restart your computer.

If IE doesn’t work:
Open IE, go to Tools>Internet Options>Connections>LAN settings and UNCHECK all boxes.
Check in your program files folder to see if the virus protection software has a folder and an uninstall exe inside the folder. Other than that it could be a nasty malware program, so run a free spyware checker like the one suggested above.
