To fix something, you first have to determine what’s broken. If you don’t know that much about computers, take the computer to a good repair shop (not a retail store with a repair "squad").
I make a lot of money fixing computers that were "fixed" by people who were following instructions they got on Yahoo Answers.
I going to take a stab in the dark and say you have dial up internet such as Net-zero. The slow internet thing, the only way to fix that is to go to DSL or Cable. As for the actual computer. If you can, go to http://www.majorgeeks.com, select drive cleaners, and click CCleaner. Download and install that. Run it and alot of junk you don’t need such as cookies and browser history are removed. After that, If you don’t already have it, Download and install AVG. AVG anti-virus free along with a-squared free. These can be found at http://www.download.com. Install and run these one at a time deleting what comes up and you should be ok. It wouldn’t hurt to run Disk Defragmenter. Go to start, all programs, Accesories, System tools and click it. all this will take you about a day and a half. Once it’s done, you’ll be fastER. How fast, I cant say but it should be better. If all else fails, Re-install Windows.
What Rawr said will most likely not work. I have never had success with any of the free or big time commercial anti virus programs (Norton). The best thing for you to do is buy a new computer tower. Either a new one from walmart or a good refurbished, like new pc on ebay.
You may want to scan your computer for viruses; those can cause a lot of the problems you are describing.

Another contributing factor could be that the computer needs more RAM. Unfortunately this isn’t free and if you have a computer that requires DDR1 instead of DDR2 it could be expensive.
You could check the processes that run at start up, after installing programs you may have things running in the background that you don’t want.
