First of all, don’t get your knickers in a knot.
Buy a good video card. Sure, more RAM memory might help some but the biggest thing to look at when your computer is slow is your graphics card. Chances are you have onboard graphics on your motherboard and that is why publisher is slower than a tortoise.
check system processes. also run the intel software partner, reginout pc optimizer and reg cleaner scan
Look to see which program (other than System Idle Process) is running close to 100%. That’s the one that’s more than your computer can handle.
If there is none, you may need more RAM. But that’s not a certainty – check the processes list first.
No thing uses 100%
try cleaning your system with anti virus
and delete unnecessary installed softs or game or applications in add or remove menu
Also keep the hard disk as empty as possible
reinstall the operating system
if every thing is correct incerease your ram

Look into increasing the RAM.
This is similar to a question I already answered, so I am copying and pasting most of my answer. Your issue seems to be the result of spyware, malware, or viruses that are using up your system processes. As others have mentioned, it is very unlikely that you computer has so little ram that 100% of your CPU is being used almost all the time.
Basically, you will want to use a group of programs, I typically go for the following, which are free to download off the internet.
Avast Antivirus
GlarySoft Registry Cleaner
Adaware
Ccleaner
All 4 of these programs are 100% free, very reliable, frequently supported, and have good ratings. After installing and running each of them (they all work together and play nice too), you hopefully will have fixed the issue with your computer. Personally, I would run the ccleaner first, followed by adaware, then registry, and finish with the antivirus.
Another option would be to run your windows disk and perform a windows repair. This will not destroy your data, but merely reinstall windows files and hopefully fix whatever is making it go slow, since it could be a registry or system file that is uncaught by the other programs. You will need a copy of windows (not a recovery disk) in order to do this. If you are using windows xp, you need to ignore the first time it asks you to repair using the recovery console, and then select repair the second time, just be careful not to reinstall over your formatted space and lose your data.
If the first option doesn’t work, and the second option is not possible, you can always try another system recovery to an earlier time, that might speed it up.
The last, quickest option would be to go to start and open run… type msconfig and enter. You will see a file which will enable you to disable startup items. Go to the startup tab, and unselect anything that looks useless, such as updaters, music programs, downloaders, and other stuff that really doesn’t need to be started up with your computer. Then click ok and restart. If something doesn’t run, you may need to adjust what you have selected, but this will quickly speed your computer up, by disabling a lot of the waste running in the background.
Of course, if nothing helps, then it may need more ram, but my guess is that it is something else.
