Read the description.
What is this process used for? System Idle.
It doesn’t actually use your CPU, whatever percentage that is indicated by task manager is the amount of CPU that you have available for other uses.
It says 99% because windows is an infinite loop.
If you did not have an infinite loop, your desktop would shut down after a very brief period of time.
System idle is: percentage of time system is idle. A high figure here is a good thing to have.
Try a virus scan in safe mode.
Run Ccleaner and clean up the registry: http://www.filehippo.com/download_ccleaner
…..and disable unnecessary program from stating when windows starts.
Visit your motherboard maker for the newest drivers for chipset, graphics card, etc.
Visit Windows update for the latest software patches, etc., especially critical ones.
Run Windows Checkdisk on the C drive.

Verify that a minimum 3-4gb free space is available on your Windows C drive.
