I would contact support for Win Cleaner. Which you can do by logging in on their website (http://www.wincleaner.com/index.php?option=com_frontpage&Itemid=41); click "Support"; then submit a ticket explaining the problem. I have never used anything like Win Cleaner before so I’m not sure what the usual results are when using it . It may be an issue with the program. If they don’t get back to you, call them; Phone: 905-542-3315 their office is in Canada just so you know.
Being that it is Vista, there is a good chance it could also be Microsoft’s fault (yeah, I went there and no, I’m not a Mac user, or Linux, or Unix for that matter). They can be contacted pretty easily, http://windowshelp.microsoft.com/Windows/en-US/techsupport/default.mspx
Go to Ask.com
Click start orb
In the search bar type cmd. This will pop up the command prompt program.
Right click and select"Run as administrator"
Now type in (without quotes) "net user administrator /active:yes" press enter
It will give you a confirmation.
Exit CMD propmpt and restart.
To take off the administrator do the same think but replace "yes" with "no"
