   You might need to look into using a registry repair utility that can boot from a CD. I believe that you will still need your security credentails.
   You could also try booting to the console and running a repair from there.

   Download the dll from this site, and paste it in the system32 folder (C:\WINDOWS\System32). This will solve your problem. If you can’t enter in normal mode try entering in safe mode. http://www.dll-files.com/dllindex/dll-files.shtml?ole32
