Hi Shannon,
System freezing issues might occur either due to the issues with system hardware or software (operating system, drivers and application installed). In system restore, all the data on computer will be safe but the applications that you have installed after that restore point, need to re-installed
If you power off the computer in between the system restore, there is a possibility that it might cause issues with operating system. However, if the system is stuck at system restore window, there is no other alternative than performing a force shut down.
Press and hold the power button till the computer shut down and restart to see if it works. You may also follow the steps below which might help you in resolving this issue:
1) Run Diagnostics: To check the consistency of system hardware, you may run a diagnostic test on your computer by following the steps below:
> Restart your computer and tap F12 at Dell logo.
> Using down arrow key, highlight ‘Diagnostics’ and hit Enter.
> Make a note of error code if any.

2) Safe Mode with Networking: Check the system functionality in ‘Safe Mode with Networking’. Safe Mode starts Windows with the absolute minimum drivers and services that are possible to start the operating system. To start system in ‘Safe Mode with Networking’:
You may press Shift + F8 on boot to enter recovery mode. In case this step does not work, you may follow the steps below:
· Shut down the computer
· Power On the system
· Power Off the system at Dell Logo with “rolling dots” at the bottom of the screen
· Repeat the above steps 2-3 times
· Click ‘Troubleshoot’
· Click ‘Advanced Options’
· Click ‘Startup Options’
· Click ‘Restart’
· When the system restarts, choose option ‘Safe Mode with Networking’
3) Clean boot: You may also perform a clean boot and remove the unwanted start up programs and services. For more information on this, you can refer to link:

4) Create another user account to see if the issue persists. For more details, you may refer to the following link:

5) Update Flash Player:
Another step you may try is to upgrade the Flash player on your computer. You may uninstall the flash player from control panel and re-install it from link below:
