If you’re sure that your PC is infected, don’t waste time…
(1) First off, make sure you have an install cd for your operating system. If you weren’t already on Win7, I’d suggest buying it anyway, because it’s such an improvement on Vista. If you use Linux, [well I doubt you’d be asking this question, lol 😉 ] If you don’t have the money for Win7, and your current build of your OS is toast… maybe you should try making a Linux (Kubuntu! ftw) Live CD, and either installing it, or using it to meet your needs until you have the money for it.
(2) Back up your files, and WIPE your drives. That’s the only way to get rid of most viruses (some won’t be dealt with, even with a wipe). Then do a clean install of your operating system.
Use your antivirus software for scanning, if you don`t have any download AVG free.

Also, You might have malware.
Download Malwarebytes (free version), update and do a full scan, remove all selected when the scan is finished.

If you can`t download or run in normal mode, Boot into safe mode with networking, by tapping F8 at startup. Download Malwarebytes (free version), update and do a full scan, remove all selected when the scan is finished.
I first recommend turning OFF system restore…..then reboot in safe mode. Assuming that you have anti-virus, etc…..run it…..
