Assuming you have a Windows XP based computer, there are a few things you can try in the first instance.
== Use the Hard Disk Cleaner ==
Go to:
Start->All programs->Accessories->System Tools->Disk Cleanup
Review and clean out any temporary files. This will free up some space in case your disk is running out.
== Use the Hard Disk Defragmenter ==
Go to:
Start->All programs->Accessories->System Tools->Disk Defragmenter
Analyze the hard disk and view the report. If you have more than 5% volume fragmentation, then defrag your hard disk. This will take a few hours so I usually let it run overnight on a weekend. This will speed up the access to the hard disk.
== Change Virtual Memory ==
The other item to change is the virtual memory size. If it is too big then it can take slow down your computer response.
Right click the "My Computer" icon and select "Properties". Then select the "Advanced" tab and click on he "Settings" button in the "Performance" section. Select the "Advanced" tab and change the "Virtual Memory" page filing to about half of what Windows recommends. Restart your computer. If it is still buffering slow then change the virtual memory again to a lower value again, and test the speed.

1. Quit Internet Explorer, Firefox, or any other web browser
2. Click Start, click Control Panel, and then double-click Internet Options.
3. On the General tab, click Delete Files under Temporary Internet Files.
4. In the Delete Files dialog box, click to select the Delete all offline content check box , and then click OK.
5. Click OK.
