Uhm..i wonder what registry cleaner this is. This looks like a spyware infection to me.
Run a good Virus Checker like Kaspersky, and get Seek & Destroy to scan for Spyware. Deinstall this "registry cleaner". Popups are BAD.
What kind of registry cleaner…. If you are using a legit program then go to the setting of the registry and turn the alerts off. If not then it seems like a fake rogue (virus registry cleaner program) you can Use combofix from bleepingcomputer.com, then go download malwarebytes from softpedia.com or cnet.com and use it(rename the installer if it doesn’t let you install it such as winlogon.exe), then clean the rest of the virus with superantispyware and Hitman Pro 3.5 from softpedia.com/cnet.com

Terminating the process:
1.I verify that a Rogue is present. This isn’t hard, since it’s usually popping up just about every few seconds.
2.Click CTRL-ALT-DELETE (if it’s available)
3.Click Task Manager
4.Click Processes
5.Find a process that usually contain all numbers. For example 2342342.exe. If you do not see all numbers then your rogue has a name like…SystemSecurityPro.exe or GreenAV.exe…etc.
6.Select that process and click end process.
7.At this point the rogue process has been terminated.
Removing Rogue Anti-virus that is named with random numbers.
1.Click Start
2.Click Run (or for Vista type in the start search box)
3.For windows xp type: C:\documents and settings\all users\Application Data and click OK. A window will open containing a folder with about 8 numbers. Your Rogue is in there. Delete that folder.
4.For Windows Vista type C:\users\all users in the "start search" box and click enter. Your randomly named folder with about 8 digits should be in there. Delete it.
Removing Rogue Anti-Virus that has a name like System Guard Pro, AV2010, etc
1.Open Windows Explorer.
2.Open your C:\ drive.
3.Open Program Files
4.Find the Rogue and Delete the folder.

you may have a virus ( download an anti virus software) – if you dont want to spend money download avast or avg -( i recommend avast because it is alot faster on the computer) – avast is a free trail and if you want to remove a virus all you need is to go on it once.
Also you could download a pop up blocker for your internet browser if you have Mozilla Firefox download an addon on the Mozilla Firefox’s website.

Just simply Run a registry cleaner program if you are seeing unusual registry pop-ups. To do that, download and install a free registry cleaner program such as CCleaner (see "Additional Resources," below).
Launch your program after it has installed and click the "Registry" button on the left panel. Place a check on all the options under "Registry Integrity."
Click "Scan for issues." CCleaner will scan the registry for missing DLL and ActiveX files necessary to start programs and web browsers. It will also search for MUI cache and unnecessary entries left over by uninstalled applications.
Click "Fix selected issues" when the scan is complete and click "Yes" to backup the registry when prompted to.
Click "Fix all selected issues" when the backup is complete and click "Yes" to clean the registry. Close the program when the process is complete. If you no longer see the pop-ups, continue using your computer normally. If you continue to see the pop-ups, there is a chance your computer has been infected by a rogue registry cleaner or anti-spyware. Move to the next step for guidelines on the removal process.
Download and install an anti-malware program such as Malwarebytes’ Antimalware (see "Additional Resources," below).
Restart your computer and press "F8" repeatedly before you see the Windows logo. This will bring you to the Windows Advanced Options Menu.
