I believe the term you’re looking for is "reformat". Usually tapping F8 upon initial boot will take you to the boot screen where you can choose the "recovery console".
If this doesn’t work, just type into google your computer brand and how to get to recovery console.
For example if your computer is a samsung, in google search field type "Samsung recovery console"

Rebooting and restarting simply mean turning your computer off and turning it on again. You most likely already do this several times a week. When you start your computer, press F8 repeatedly until you see a black screen with white text. Here you can select the Last Known Good Configuration to solve your issue or use Safe Mode.
You should try to re-boot using Ubuntu software and checking the filesystem.

Reboot means to simply restart like start button, restart. The user manual will have the full instructions on how to repair or restore your installation. Accessed via the support page on the website for your brand computer.
Same exact problem happened to me recently. Can you start it in Safe Mode, or use the last known good configuration?
If none of that works, it’s most likely a hardware problem, which means it’s time to either buy a new computer or new hardware.
To avoid losing data, one should restart their computer according to below instructions. Restarting your computer by physically pressing the restart button switch can result in data loss.
Save and close any open files and exit any running applications.
Click the Start button located in lower-left corner ofWindows Vista desktop.
Then click the arrow in the lower-right corner of the Start menu as shown below.
Click On Right Arrow To Access The Restart Option.
Then click on Restart.
Windows Vista will completely shutdown your computer and then restart it automatically.
