Delete everything in the prefetch folder.. you may stop it and edit msconfig, but next reboot prefetch will kick it in again!!
I have cleaned a number of computers with just that kind of problem.
Update your anti-virus and spyware protection software. (If you don’t have both, you need some. I have used AVG Free and Spybot to complete one such cleanup–despite what others may say about AVG’s non-value.)
Turn off System Restore (right-click My Computer, choose Properties, then System Restore tab) and restart in safe mode (F8 while restarting).
Run full-system spyware and virus scans.
Restart your computer.
Turn System Restore back on.
It might help to do some other cleanup after, including cleaning your registry (but be careful and get help, if you don’t know what you are doing there).
It sounds like you have some kind of adware and/or spyware in your pc. Take it to be repaired if your virus scan won’t do it.
This happened to me before I got a firewall of some kind installed in my pc.
Tie the computer to a cinderblock, drop it off a dock, and go buy a mac.
Update your Anti-Virus, and scan the entire hard drive with it. It it can kill the virus, fine. If it can’t: get the name of the virus and look it up at one of the virus encyclopedias online:

You will find directions for dealing with the virus.
Run your antivirus software. Update it first before running a full system scan. If that doesn’t help, go to http://www.superantispyware.com and download their free software. Run it and do a full system scan. Hope it helps coz it has helped me a lot with my virus problems.
» open msconfig
» open task manager
» kill the explorer.exe process using task manager
» kill the RAV00xx.EXE processes (if any)
» untick the entry for the virus in msconfig, ok it
» restart
