If you have an active subscription to an antivirus program, make sure that it is up to date. If your subscription is over either renew it or use RevoUninstaller to uninstall it. Then install AVG in its place (Remember, you should only have ONE antivirus program installed on your computer). Regardless of which of these you do, then install ThreatFire.
You should also visit the Google Pack website in order to download Spyware Doctor for free.
I would also recommend that you use Mozilla’s Firefox instead of Internet Explorer. Once it’s installed, you should also install the Adblock Plus add-on. After it’s been installed, it will ask you if you want to add certain premade lists. I find that instead of adding one, it’s best to visit the homepage of EasyList, and add all three lists from there, instead of just one from the original menu.
If you don’t already have a firewall, I would strongly recommend that you download Comodo. It can be a bit annoying to "train" it, so when it asks you questions, answer truthfully and thoughtfully.
These programs should get you well on your way, and might even possibly fix the problem on their own. Sound like your system is full of Spyware (Trojans and worms) You need to get and download a good spyware program and start to scan your system right away. If you don’t have a spyware program then here is a link to a good one and most here recomend and it FREE. (http://www.superantispyware.com) You also need to run your antivirus program and do a Full System Scan (Make sure that your antivirus program is up-to-date). Pop-ups come from spyware , and spyware can cause lots of damage to your computer just as much as viruses. Good Luck.
Turn of System Restore, Right hand Mouse Click My Computer find it, And find and Delete Folders Starting with $NTUninstall in the Windows Directory
Before you did any of this you should have carried out a full spyware scan and installed a popup blocker. You probably now do need to reload from the original OS CD as you have let it go on too long.

yeah that’s why the smart with is to have Windows 2000, it’s never let me down and XP has WAAAAAAAAAAAAAY to many screw ups. but you have fun with that
i would prefer reinstalling windows
