OS X is built on top of the liunx family. As far as I know, the file system coupled with OS X does not need to be defragmented – it is a process that happens automatically in the background
OS X doesn’t need to defragment. It uses the HFS plus file system which doesn’t result in fragmentation like NTFS or FAT.
Its not needed although if you really want to there is the System utilities folder in Applications.

You can set up a simple script in Terminal to do it once a month if you really need to.
