I have saved the registry files before deleting and I reinstalled it but I still can't play some music CD's. Do I have to reformat?

Clean Registry and Optimize PC
Try windows system restore.
Don't use CCleaner, sometimes it can make your computer error (Maybe)
Don't format, do a system restore.
When you use Ccleaner, make sure you don't check the greyed-out entries when you clean. (Unless you really know what you're doing.)
