Try this free compressed program. It can support the following format (uncompress): 7z, ZIP, GZIP, BZIP2, TAR, RAR, CAB, ISO, ARJ, LZH, CHM, Z, CPIO, RPM, DEB and NSIS.
If you installed windows XP. Right click on the zipped file and then click Extract files.

I use WinRar. It is a really good program that is compatiabley with a variety of compressed file formats such as .zip and .rar. Also, it’s really handy to have one program decompress so much.
Don’t know the program…but do as the wizard says and unzip into another file and look for a file like install.exe or setup.exe and double click on it. That should install your program.
Download a free trial sample unzipper called "WinZip" from http://www.winzip.com it should be good for 30 days, and it will keep reminding you to register, but it will work.
If the file you downloaded is in the .ZIP format then winXP should handle it. However if you would like to get a free program that opens and creates ZIP files then you can get it from the link below. Good luck!
