It sounds like you deleted what is called the "system administrator" account and then you created a new account which is a user account with administrative rights. I have done this myself before and gotten into the issue you are describing here.
Unfortunately, when you do this, you are no longer left with a system administrative account and the only way I know to fix this problem, is to reinstall the operating system. You must have XP Professional. So if you have your XP CD install disk, I would suggest wiping out the operating system and starting from scratch. You cannot just create a system administrator account, it can only be created one time, during installation of the operating system. All other accounts are user accounts in which you can then give administrative rights access to.
I’m sorry, but you will loose all your work "n stuff" on your computer as a result. You must have your FULL installation disk of windows XP to do this. This might be a good time to upgrade to SP2 and then SP3.
Make sure that you WRITE DOWN THE NEW system administrator name and password and do NOT loose it! Do not ever again delete the system administrator account!
Enter BIOS while starting, by hitting <Del> or F3 or whatever the splash says.
Make the CD the first boot device in ‘advanced’ settings.
Put the XP Cd in the drive and restart.
You would enter installation mode. Select to Repair while installing instead of format or install. I think it is ‘r’ in console mode.
