you have a couple of options depending on what came with your computer
A) If you have an original Windows installation CD.

1) Place the CD in your CD drive and restart the computer
2) The system should ask you to press a key if you want to boot from the CD. You should do this. If it doesn’t ask then that means you need to setup your BIOS to boot from CD. Let me know if this happens and you need help setting it up.
3) Follow the on screen instructions to Delete the current partition, then create and format a new partition, and finally install a new copy of windows on the newly created partition.
4) You will need to download/install the drivers for your video, sound, ethernet, etc. manually
B) If you have a manufacturer system restore CD (from HP, Toshiba, Compaq, etc) specifically for your comp.

These CDs will restore your computer exactly to the state that you bought it brand new. There should be instructions provided on the CD itself on how to restore your computer. Usually you would follow a similar procedure as above. ie, put in the CD and restart your computer to boot from it. And then follow the on screen instructions.
C) If you have restoration files stored on a hard drive partition on the computer

Companies may provide the restoration files on the hard drive to save money. If this is the case then you will usually need to burn these files to a CD before you can restore your computer and follow a procedure similar to that described above.
D) If you do not have any of the above mentioned options

You will either need to purchase a new Windows Installation CD, or contact the manufacturer of your computer to see if you can download or receive another copy of the restoration CD.
Also, if you are going to buy a new Windows CD, be careful not to get Windows Vista unless your computer supports it.

You simply need to open a "command prompt" and type in at the C: prompt "Format C:" It will ask if you want to continue. Say Yes. That will completely clean your hard drive of everything on it and ready it for a new operating system install
Make sure and backup what you want, then insert and boot from XP/Vista install disc, and install fresh (Vista) (XP, wipes automatically.)
You would need to reinstall a fresh copy of windows xp or vista (whichever your using)
