Save yourself a lot of money and heartache. Bring the computer into a good computer repair shop. It’ll be cheaper than bringing it in after you broke more and have to pay for more work than it needs now.
Maybe you should think about doing a restore to factory settings.
Copy any personal files that you really need to external first if possible.
What`s the name and model of computer?
If this is your Toshiba laptop this is what you do to take it back to exactly as it was when you bought it.
1) Hold down the power button for 10 (ten) seconds to switch off your machine.
2) Press and hold the 0 (zero) key and at the same time, tap the power button once to switch on your notebook.
3) When the machine Starts beeping; release the 0 key.
4) When prompted by the warning screen; select Yes to continue with the system recovery.
5) Select Recovery of Factory Default Software; click Next.
6) Select Recover to out-of-box state click Next again.
7) Click Next to Start recovery.

Yes I`m afraid you would lose all your work.
Your question isn`t very clear, can you not get into Windows at all to copy your work etc. to external?
If not, you could try safe mode (F8 at startup)
If you can get your files copied to external, the method I gave above will restore factory settings without a disc.
The only reason if this doesn`t work is if you have deleted your restore files from the restore partition.

I highly doubt you deleted Windows 7 from your computer! The only way to do that is to do a format of your hard drive. When you turn on the computer, what happens? Does it boot to the desktop or what?
You can try to do a system restore from safe mode. Turn on your laptop, and press the delete key repeatedly until a menu shows up, then press safe mode. It will boot and you go to Start >> and type in the search box "System Restore" and select it, then restore your computer to a time where you weren’t having problems.
