Try System Restore. Normally this is done while running Windows, but there is another way that MIGHT work for you.
1.Restart your computer and press [F8] during the initial startup.
2.When you see the Windows Advanced Options Menu, select the Safe Mode with a Command Prompt option.
3.Select the Windows XP operating system.
4.Log on to your computer with an administrator account or with an account that has administrator credentials.
5.Type the following command at a command prompt:
C:\windows\system32\restore\rstrui.exe
When you see the System Restore window, the graphics may look odd, but you can still follow the onscreen instructions to restore your computer to an earlier state.
Note: This tip applies to both Windows XP Home and Windows XP Professional.
Unfortunately you have deleted a boot file, running virus software at this point is useless. Get out your software it time to rebuild, but before you rebuild go and buy a good firewall program and so good anti virus software.
Now, before you rebuild you need to format the hard drive and the master boot record. If your not familiar with this just type
format c: /mbr
Then start installing your software, and what ever you do do not get back on the Internet until you have the above mentioned software.
Even if you get the free AVG software from Grisoft and the free firewall utility from Comodo this is still better then none at all.
The other thing is to leave you Internet Explorer settings default, this keeps those pesky pop ups and malware from trashing your machine.
Also if you are running window XP shut down the windows messaging Service this too can be used for Malware and pop ups.
If your computer isn’t already turned "Off" do so by holding the power button for a few seconds until it powers off. Then, just as you power it back on, start tapping the F8 key on the keyboard (not furiously, just once every half second or so should do). You’ll need to start tapping this key immediately after powering the computer on. Don’t worry if it beeps at you, some computers are finicky like that.
This should take you to an Advanced Startup Options menu. Use the up and down arrow keys on your keyboard to highlight any options in this menu.
First, start off with "Last Known Good Configuration." Highlight that, then hit Enter on the keyboard. If it looks like it will begin to start up, but crashes again, then power the machine off and try again.
On your second try, instead of using "Last Known Good Config," try "Safe Mode With Networking" and see if it will boot to that. If it does boot into that, you’ll notice things look a little weird. That’s fine.
I will give you that much for now. Let me know if you can get at least to either a normal boot (through Last Known Good Config), or into a safe boot (through Safe Mode With Networking). If you can get that far, I can talk you through the rest.
Your bios screen will be there, you just have to access it! Haven’t been looking at any of those naked women have you? No matter, that’s your business! Any way, what I do when my machine is cantakerous like that is to reach down & just unplug everything from the power source & let it set for a few moments. Then I turn on the power & restart the computer. You want to be hitting the F8 button as quickly as you can, if you don’t youi’ll miss it! When it finally comes up just follow the instuctions offered to you & wipe our memory clean. This will start your computer all over again as though it was new. After you get going again, I have found a free anti spy program that will really help your pc, http://www.SuperAntiSpywareFree Addition.com I hope this gets you back up & running!!!
At that screen, select ‘Safe mode w/ Networking’ and after it starts. Do a couple scans from Bitdefender.com and Kaspersky.com to remove any malware installed. Try something like Superantispyware or Spybot also. Then when it removes whatever, select ‘Start Windows normally.’ when you restart it

Sounds like you deleted some essential files for Windows Startup. If it is saying BIOS is not installed, something is way out of whack.
Your computer is DEAD. This happened to my old compaq PC…..

This sounds pretty bad. You need to use anti-spyware to stop the pop-ups, not your anti-virus. You need to scan from Safe Mode, if you can’t boot to safe mode by pressing F8 your going to have to reformat your computer…sorry.
This is most likely due to Malware (computer viruses, worms, trojan horses, spyware, dishonest adware, and other malicious and unwanted software). You will need to run full anti-virus/spyware scan and clean your registry. I recommend you use these programs (they are free).

Running these programs in Safe Mode (tap F8 after powering on the computer and choose to boot to Safe Mode) can be more effective.
If after performing these steps you are still experiencing problems download HijackThis. But do not remove anything without first checking with the online community, it will find both legitimate and malicious software.
