I’m a network engineer with 30 years of experience and I use to have a shop. My first advice is DON’T. There is not much of a profit margin in computer sales and/or repair. Computer are so inexpensive now days that if it breaks bad, it is cheeper to buy a new one.
Most people buy computers from a large supplier and they have a warranty anyways. or at least a "geek squad". The only time you would get called is by those people who have a virus on their computer and don’t know what to do. Then, they are not going to be willing to pay more than $30 or so. Then the problems really begin. People complain about every little thing under the sun. every little scratch on the case that they think was not there before, they will say you did, and they will expect you to replace the whole PC.
If you are going to run your business out of your home, $5000 will be plenty for you to get a business licenses, your tools, a workbench, some spare parts, but if you want to a store front, then you need to think $100,000 plus expect to have no business for the first six months.
Now, the good news. The growing field is information security. Between our government and banks doing some really stupid things, the rip off artist, the gangsters working out of Russia, and China, and the viruses that pop up all the time, we are fighting a world war in cyberspace. In fact, we are badly loosing. If we want to win we almost have to change sides. Penetration testing, computer forensics, computer hacker forensics investigations, PCI/DSS compliance testing…All of these areas are services, and are growing. They are in high demand and dispite our economy, the value of these positions goes up all the time.
Personally, I work for the government. Penetration testing, and Forensic investigations. I fight the war on terror in cyberspace and I make roughly $90000 per year with 20 years professional experience in the computer industry, and 30 years of personl experience (I started around age 10).

Call your local university. Ask if they have a Small Business Development Center. SBDCs have free info and counseling services for people who want to start businesses.
