Unless you format your computer and lose everything, you will not get rid of the virus. Go to http://www.bleepingcomputer.com and they will give your directions for getting rid of the virus.
Borrow or buy an XP Professional cd
Do NOT reformat and reinstall as you will lose all your current programs and data.
In general you want to do a repair install and NOT use the repair console.

Yes, when you install Vista you’re given the option to pick where you want to install, just format your main hard drive and install it on there. Formating it will get rid of everything, I mean everything.
You can also have a friend download and burn an anti-virus rescue cd. It’s like a portable anti-virus you can boot into.
Lastly, if you have any important files you want before formating your drive, I’d suggest downloading and burn a copy of Ubuntu. Boot into Ubuntu and use it to transfer anything you want to keep on a flash drive.
Depends. It "could’……….if you do a "clean" install. Before you try that, however, why don’t you boot your system into safe mode and do a scan with whatever antivirus program that you have on your p.c. To boot into safe mode, restart your p.c. & press F8 as your p.c. starts, but before Windows launches. Choose the option that reads safe mode.
System Restore does not require CD usually, it is built in command in windows and uses data stored on pc.
The command is rstui.
I would not recommend installing Windows Vista (or, More preferably, windows 7) on top of infected PC. It is better to reformat.
