You can use Eusing Free Registry Cleaner. It’s free and makes a prenamed backup before cleaning what it has found to be bad registry entries. You can find it at any of the following:

If you are using an older version of Windows (pre XP-SP2) you may also be getting "Messenger Service" popups which are caused by Microsoft leaving the almost never used Windows Messenger Service enabled by default. This was corrected in Windows XP- Service Pack 2.
Understand that the Windows Messenger Service is completely different from, and not in any way related to, "MSN Messenger", "Windows Live Messenger" "yahoo Messenger", or any other well-known instant messaging system. Therefore, disabling the Windows Messenger service will have no effect upon your use of any other instant messaging applications. They will continue to work without trouble.

The reason your getting this is 1 of the 2
1) U don’t have Service Pack 2 (SP2)
2) IF u have SP2 ur firewall is turned off.
in both of the above cases u will get some windows ( non internet Explorer windows.) poping up when u r connected to the internet.
Lets 1st check if u have SP 1 or 2.
Click Start> Control Panel > System
Now under the ‘General tab’ you can see if ur using Service Pack 1 (SP1) or Service Pack 2 (SP2)
IF it is SP1 got to microsoft.com and download SP2
If SP2 then Click Start> Control Panel> Windows Firewall
now turn the Windows Firewall on.
Let me know if this works. With the symptoms ur pc has this seems to be the solution.
I entirely agree with first responder. If you are concerned about your registry, get Norton SystemWorks, which has a registry fixer. It is not free, but you do NOT want software from uncertain sources messing with your registry.

I’d suggest you turn off the messenger service. These types of messages are just another form of spam.
