My mother had a similar problem a while back. Turns out that somehow (I don’t know how) her IE got set to "work offline". When I unchecked that option, IE began working fine again. I use Firefox. I had to dig around in IE to find the solution to her problem so I couldn’t tell you exactly where this setting is, especially in IE7.
you have a bad proxy setting…go to tools>Internet options>connections>lan settings , remove any proxyserver, click auto detect settings..click no prxy or local.

you might try a system restore to an earlier date before the problems started — goto start– then all programs — then accessories– then system tools — then system restore
Try going into your PC firewall tools. I had a similar problem and found that PC firewall tools was blocking the IE.
did you try uninstalling IE then re installing it (if that’s possible)
Maybe you’ve got a virus/spyware problem
It looks like it could be using proxy that no longer exists or is not available.
Try to go to Internet Options on that computer, clear all proxies (if any) and re-set all settings to defaults.
Also, make sure that Work Offline option under File menu is not checked.

Remove everything that you’re not familiar with.
Also, it could be Firewall. Try to disable firewall, and if it makes difference, configure it to allow access for IE.
