Everytime I double click the Internet Explorer 6 icon on my desktop, it just makes another shortcut. this has started happening after I uninstalled IE7. (trouble shooting steps taken, Uninstalling IE6 reinstalling IE6, Repairing Windows XP,cleaning registry) any help would be aprichiated.

It sounds like the IE6 has been corrupted.
First option is try Mozilla firefox and there is pluggin which enables you to see / use windows as internet explorer would. Mostly it isn’t necessary, but there are a few places which will detect it isn’t a real "ie" such as windows update, but for most it is ok. I use it for windows live because I can’t get it to work in ie7.
You could also delete the ie shortcut on the desktop and use the one in the quicklaunch on the toolbar (or whatever it is called) at the bottom of your screen.
