Well these are the probelms I have with my windows.
1. The help and support sevice does not work. I have tried to run it manually but no success.
2. In the task bar and start menu properties when i open the advanced tab there is not option saying show my recent documents folder.
3. In the add/remove programs It does not show the list of softwares installed.
should I perform a repair installation?. Or should I uninstall windows and then reinstall?

If you can do a repair install with the same windows version cd as your currently installed windows, then yes I recommend a repair install…
If you experience problems after doing a repair install, then you will need to go ahead and format the computer and install from the ground up.
Note:
I have done many repair installs with the xp cd and 90% of the time, it has worked flawlessly… But there has been a few times on a few specific computers where the repair install has utterly frozen during install.
Its not likely to happen, but I am telling you because before you try anything BACK UP YOUR DATA, back up any documents or pictures or else that you wouldnt be able to get back if something did go wrong.
To answer your question in simple terms, yes a repair install will work and is the best option to try first.
