I wouldn’t mess with the registry by yourself. It’s very dangerous and you could seriously screw some things up. If you’re going to, make a backup of it first.
If I had to recommend something, I’d seriously recommend Advanced System Care. It cleans your regsitry in seconds, and even has tons of other functions. Here is the link:

Different registry cleaners will give you different figures for the amount of ‘cleaning’ they have done, the temptation may to be opt for the one with the highest figures. If you really want to do it, go for the one with the lowest figures, it’s safer. Messing with your registry, especially automated messing via a registry cleaner, ain’t such a great idea. Something such as CCleaner will clear out lots of junk files, including very mild cleaning of your registry. Use the SLIM version, no added crappy toolbar.

So, Cleaning Registry is important to the fact that, when you install and uninstall a program, some of its traces remain in the registry, which increases the crap in the registry, making your PC to run slower.
Registry Cleansers have some importance, as they clear up other items as well, such as Temporary files etc.
It makes your PC faster
It is. In fact, if you’re runnin slow, it’s recomendable.
You can get a general cleanin program, one that does all sorts of stuff (for non-advanced users), or a program just for registry, like registry clean expert, or registry mechanic.
Tho I never did it, and never will. A defrag once a two weeks and a clean environment is enough to keep you going.

It is not that safe – and is also fairly pointless.
Registry Cleaners make big claims about how they "speed windows up" etc but these claims are not backed up by facts.
Just leave the registry alone.
