I need to clean-up my hard drive and am looking for a pc download that will do that, but there doesn’t appear to be any free software available beyond the diagnostic stage.

you mentioned PC clean up but its confusing me,
first of all why you wanted to clean your PC?
have you encounter any problem like system hanging or slow or some other unusuall thing
or you just wanted to clean data?
wether you wanted to clean your system from virus, spybot, adwares , trojans
or
you wanted to clean your entire hard drive ( removing permanantly data) ?
which one you wanted to perform?
FOR VIRUS etc stuff:
XP:
for windows clean up like registry, and temparory folders your can do it manually or by softwares from microsoft for free.
manually, click on internet explorer and click TOOLS then Select INTERNET OPTIONS bottome of the drop down menu
a pop up window opens and select delete coockies and temporary internet files.

FOR SYSTEM FORMATING:
if you want to delete the data from your hard drive permanantly. then you can do as follows
XP, VISTA
select the drive which you wanted to do clean up, like c, d, e, etc. ( you canot do the drive which contains OS)
right click on it and select format.
select quick or normal thats it. it will perform formatting your drive entire disc is erased and clean now.
if you wanted to erase the c ( i asume the OS is installed in C) then insert the CD XP or DVD of Vista restart select the option format. that it entire system hard drive will be formatted.
