When your computer is off, it can’t run any programs / software. What you’re asking is not possible.
It is only possible when the computer is on Sleep or Standby mode — in this mode your computer isn’t actually off, some parts of it are still working and certain programs can still wake the computer.
For that, I use a program called Dshutdown:

It is however, possible to turn on a computer remotely using a feature called Wake On LAN:

It is imposible. You can do it in sleep mode, but it is hard. When it is turend off, it is TURNED OFF! So it doesnt make anything. You can do it via net, for example from other computer, if you have good net slot. But it will make you having another computer turned on whole night… Just dont think about this. Make some machin turning on, for example your clock will ring, it will push some stick and that will turn on the computer 🙂
