Do some regular maintenance…
Delete any unused or unnecessary programs and files. These may be taking up space, memory and resources, thus slowing your computer. Also delete your cashe/ temp files, empty your recycle bin, clear your internet browsing history, etc.
Clean your registry. Your registry holds all the information regarding updates, installs, uninstalls etc. so this needs to be cleaned. This will optimize and remove redundant or unwanted items.
Defrag your hard drive. This will greatly increase the speed and reliability of your operating system, I know you don't want to download anything, but the built-in is time consuming and incomplete. I would use a third party tool for this. Try Diskeeper, it considered the best. You can download free trial-ware at http://www.diskeeper.com

Well this could be any number of things but I'm going to assume the obvious being a computer security person.
I'll assume you use the internet without having installed a good AV like ESET NOD32 or Kaspersky (no Symantec is not a good AV).
If that is true, then reason your computer is slowing down is BECAUSE software is constantly being downloaded and installed on your computer whenever you go to a compromised website.
This spyware and botware is then tracking you and sending out your information to others and using you computer as a relay for spam mail (Yeah those penis enlargement emails mostly come from compromised computers such as this).
As all these poorly written apps run the background they use up a huge chunk of processor time as well as your network bandwidth… which is the slowdown you describe.
Once a computer gets so badly compromised that you notice a significant slowdown a call to a tech or knowledgeable friend is advised.
If you do not want to pay someone to clean your system, then a complete wipe of the C: drive and reinstall windows does work, although time consuming. Your current install can be saved, but you'll need some help.
clean up your ram,, and clean your disk, go to your browser, click tools, then delete browsing history, click delete all, then go to start, accessories, system tools, and use the disk clean and defrag, Make sure your email box is kept clean, and remove any files in the control panel in add/remove that you do not use. Move pictures to a flash drive. Keep everything cleaned up on a regular basis depending on use. Hope this helped. You can do this yourself . Do not waste time with registry cleaners that are out there.
A) you need to clear out the cache on your browser and download the latest version of your browser
B) to watch videos download the latest video codecs (they make your video run faster) – called k-lite (google k-lite)
C) free up space on your hard drive – back old crap up to dvd/cd
D) dont bother defragging, its a waste of time, its just a symptom related to having too much on your hard drive. and you want to fix the problem not the symptoms
