First when you installed itunes did you do it by downloading DIRECT from the PC you want to use it from as each version of windows (plus 32 or 64 bit) has its won version of itunes. PLUS did you INCLUDE the QUicktime element as quicktime is essential for itunes to run and this DOES NEED a PC restart to be fully active!
make sure you have the latest itunes 9.0.2 (downloaded on your PC from http://www.apple.com/itunes/download then restart PC first) AND an itunes store ID, create the account using the itunes STORE within itunes (if you use debit or credit card or bank direct debit its instant if you use no payment or gift card it can take days for the account to be activated as it needs to confirm your ID and country by other means)
and reset the ipod before connection (menu and centre key or home and power key on touch till screen blanks then connect once it lights up).
vista SP can alter the security settings as well as slow things down. ( I have to assume you have admin access to write the files and have filer permissions and ownership correct)
(advise is to ditch Vista altogether and get Windows 7 or downgrade to XP)
but if sticking with Vista this sounds like you have a firewall issue thats blocking the port that the itunes store uses.
it needs the following ports free:-
52,53,4555,5291,6356,6385 and if using sharing of libraries:- 3689 & 5353
if this is a fireall port issue..

if this isn not the issue try resetting the router as its a BIG file around 100MB and some rotuers wont allow files that big without validation
Just uninstall the earlier version first( your media won’t be lost it’s on your pc) then download the latest version for windows via apples website.
