Yes, you can probably delete the entire folder. The MSI was probably an installation file that never removed the temporary folders/files. Any Windows important files should be under C:\windows. And any program specific files will be in their respective folders also…. not just a crazy folder name like that under C:\.
If you’re worried it will affect things, try putting them into a ZIP folder for a week. If you don’t notice any problem, trash ’em. Zip folder will keep them on your hard drive, but will disallow any program from accessing them. To put the folder into a zip folder, right click the folder and select SEND TO…, and then Compression Folder.
