Don’t delete them it will make Windows unstable
The first is the registry for the administrator account.if you delete it your admin account will not work.The log file will get recreated on next registry change.
If you want to clean things off safely use disk cleanup. Go To start | run and enter cleanmgr. Press ok. That tool will get rid of files that are not required.
