It could be the video card. See if making the window smaller helps. (The larger the window, the more video processing power you need.) Battlefield Vietnam requires a ATI Radeon 8500+ minimum. (http://www.systemrequirementslab.com/referrer/srtest )
Are you playing online?
If so then it could be the lag from either other people or from the connection to the server.
Try turning off the Anti-virus and Anti-Spyware and see if that works. Sometimes they cause lag in applications. Also make sure that there are no firewalls in place during this time because some older games do not work well with them.
Try updating the game to the latest version. If you have already done that then try and shut off sound in the game options menu. If the game is incompatible with your sound card it can make the game unplayable with very low FPS. Sounds stupid that a sound card or device can cause that but it is a common issue with older games
Last but not least update your video card driver AND your sound device driver.
