One of the cooling fans in my laptop (Dell Inspiron 8600) speeds up and gets very loud, it seems only to happen fairly randomly, but often. When this happens my video frame rate is extremely slow. The problem fixes itself when I restart my computer, but then happens again, randomly. Anyone know what I can do to fix this, or why this keeps happening?

Your fan could be dusty or it could be going bad. First try cleaning it out with a can of air or replace the fan and it should be good as new.
make sure theres no dust. also make sure ur fan is securely fastened
your computer is overheating. you most likely are over-stresing your videocard or processor. Do you have a lotof programs open?
My advice is to shut down unneeded programs or upgrade your computer.
the fan is clearly going bad….u may need to replace it soon
sounds like an overheating issue. id open it up and clean the dust out of the heatsinks. worked for me.
Do everything that they have said about getting rid of the dust (Do not use a hoover as it can damage the pc (google search it). I have a program that i built which allows you to shutdown all the programs that you won’t need to be running (click the scorpion link below and then programs). The best way is either by blowing in the fan hole or getting a air can (non liquid one preferred).
