Suggest staying away from Registry cleaners. Most do more harm than good.
Could be low RAM or too many programs trying to load on startup.
if you have a disk that has programs that you need to install on the computer put it in and then turn it on.. this problem has happened to me and i put in the disk and it worked.
Sometimes the cpu heat sink is plugged with dirt.
Get a can of ‘computer air’ and clean it. If you don’t know how to do it safely & properly, ask another question please.
Just clean it manually. Turn off anything you don’t need

In the meantime just get rid of as many unnecessary programs that are loading up on Windows startup.
You can use Ccleaner to clean unnecessary files then use it to take programs you don’t need running all the time.
