These look like the symptoms of high levels of drive fragmentation. Maybe its also very low on free space. Clear your cache, run a disk cleanup and analyze the fragmentation. It acts like a speed killer because of all the extra activity that the drive has to engage in to read files, programs open slow and the PC seems to lag.

Defragment the drive (right click on the volume>properties>tools)and disable unnecessary startup programs .Start/run, type msconfig,selective startup,startup tab and un check all the junk.
