Sounds like there’s something going on deep inside Windows.
Did you do anything prior to it breaking? Like installed a piece of software or changed a setting?
You could try using a registry cleaner called "RegCure". I have heard from people who had a similar issue with Windows explorer – they used RegCure and managed to get it working again. You can see the software at http://www.fastregistryfixes.com/regcure_review.html
If that statement is accurate, use your CD or recover partition to reinstall your OS from the beginning. You cannot run software or a registry cleaner if you have no icons.
My gut feeling would be something wrong with your registry.
But let’s not jump to conclusion yet. I suggest you do the follow first:
1) Isolate the problem
Try to do the following scans first… Virus scan, Malware scan, Adware scan, Spyware scan… If none of these scans beeped any errors. There’s a high flying chance that it’s your registry.
2) Backup your Registry.
Once you know it’s your registry that’s wrecking havok, do a backup on your current registry system. (This step is so important, don’t overlook it like many others did)
3) Scan your registry now.
Grab a free registry scanner, there’re many reputable ones out there.
4) Fix it.
Either manually fix the incorrect registry value or invalid entries by Googling the correct values. Otherwise, use a registry cleaner.
