Have you tried shutting down the modem and router (if you are using one) for 15s or so and then restart it again?
Sometimes that happen to me and I just did the above and it works well for me.
it could be a virus i suggest running a virus scanner and then if that doesnt fix it stopo any downloads going on go to broadbandreports.com test your speed then download DU Meter free download just google it run it for a few days and monitor ur connection if u dont knwo anything about data rates post them or email them to me at whtyouthnkngfool@gmail.com
